The programme was initiated in one block in each district of Assam covering 31,500 adult non –literates in 1060 centres so as to impart literacy with skill in the unendowed pockets of the endowed district not covered as per parameters of SBM. The districts like Dibrugarh, Jorhat, Sivasagar etc. are endowed districts with high literacy rate but a large no. of tea gardens with low literacy rates are concentrated in those districts.
