BEST PRACTICES ADOPTED BY THE ADULT EDUCATION DEPARTMENT THROUGH:

  1. SAAKSHAR BHARAT MISSION PROGRAMME (SBM) :
    • The Saakkshar Bharat Mission (SBM), a Centrally Sponsored Scheme (CSS)has been implemented in rural areas of twelve districts of Assam namely Dhemaji, Sonitpur, Darrang , Barpeta , Kokrajhar,Bongaigaon, Dhubri, Goalpara, Morigaon, Tinsukia, Karbi – Anglong and Hailakandi from the year 2010-11to till date . The SBM programme aims to promote and strengthen Adult Education, specially of women in the age group of 15 and beyond by extending educational options to those adults who having lost the opportunity of access to formal education and crossed the standard age for receiving such education.

The Mission has four broad objectives, namely:

      1. Impart functional literacy and numeracy to non-literate adults
      2. Enable the neo-literate adults to continue their learning beyond basic Literacy and acquire equivalency to formal educational system
      3. Impart non and neo-literates relevant skill development programmes to Improve their earning and living conditions
      4. Promote a learning society by providing opportunities to neo literate adults for continuing education

In Saakshar Bharat Mission (SBM) programme the learners are evaluated through the Learners Assessment Test (LAT) at the end of the course conducted by National Literacy Mission Authority (NLMA) in collaboration with National Institute of Open Schooling (NIOS) . The NIOS has issued the certificates to the successful learners. The Learners Assessment Test has been held twice in a year ,viz in the month of March and August.

      • The Govt. of India has given a target of 19,27,224 nos of non-literates in 12 SBM. Out of this target till date 9,84,346 nos of Non-literates has already been covered. Out of 9,84,346 nos of non-literates 9,25,313 nos of learners appeared in the Assessment Test and 6,17,848nos of learners have been certified by the NIOS.
      • In recognition of excellent deliberation of work for implementation of SBM programme ,Sonitpur District has been able to achieve the Best SBM District and GOI awarded the Saakshar Bharat Award ,2016 in the International Literacy Day function held at New Delhi on 8th September/2016 .
      • In Sonitpur district 72 numbers of Voluntary Teacher (VT) who had worked under the SBM programme , had already got the placement in different organizations after getting training programme under the “Pradhanmantri Kousal Vikash Yojana “ and “Employment Generation Mission”organized by the Sonitpur District.
      • In Assam seven Gaon Panchyats has already been covered under “Saansad Adarsh Gram Yajona” (SAGY) to achieve 100% literacy and these are namely Kemi Jelem under Dhemaji districts, 2 No Sootea under Sonitpur districts, Kolgachia under Barpeta district, Langkashi Tinsukia, Matijuri – Paikan under Hailakandi ,Na-Mati Karbi Anglong and Kuchnimara Jordanga under Dhubri district. All the above GPs able to achieve 100% literacyas per records.
      1. STATE LITERACY PROGRAMME (SLP)
      • The State Literacy Programme (SLP) has been implemented in eleven districts of Assam those are not covered by SBM programme namely Lakhimpur, Dibrugarah, Sivasagar , Jorhat, Golaghat , Nagaon, Cachar, Karimganja, Kamrup (Metro ) ,Kamrup (Rural) and Nalbari districts from the year 2009-10 to till date .

The objectives of the SLP programme are :

        1. Promotion of Literacy:
          1. Imparting of literacy skills to persons belonging to the economically and socially deprived sections of the society of the age group 15+ years .
          2. Knowledge of 3Rs with understanding and application .
        2. Creation of Awareness:
          1. Creating awareness in helping them overcome their helplessness and to achieve self-reliance.
          2. Awareness of right , duties and responsibilities of a good citizen in a democratic society
        3. Raising functional capabilities: Raising the functional capabilities of the learners in their occupation and skills of management to their own advantage as group or individual In State Literacy Programme the learners are evaluated through the Assessment Test at the end of the course conducted by the Directorate of Adult Education, Assam The Assessment Test has been held once in a year at the end of the course. The passed learners are certified issued by the Directorate of Adult Education, Assam .
        4. The SLP programme has been covered 34,560 nos non-literates in 11 non SBM districts. All have already been appeared in the Test after completion of the course and have been certified.
