Present Situation of Adult Education Programmes

PRESENT SITUATION OF ADULT EDUCATION PROGRAMME

    1. State Literacy Programme (SLP) :- The programme was initiated in one block in each district of Assam covering 31,500 adult non –literates in 1060 centres so as to impart literacy with skill in the unendowed pockets of the endowed district not covered as per parameters of SBM. The districts like Dibrugarh, Jorhat, Sivasagar etc. are endowed districts with high literacy rate but a large no. of tea gardens with low literacy rates are concentrated in those districts.
    2. GRANTS IN AID TO VILLAGE LIBRARIES:- For ensuring public co-operation and support in the literacy programme in the State, it has been planned to provide grants in aid to 50 village libraries/ V.O.s working in the field of literacy programme which will act as Rural knowledge centre for adult neo-literates.
    3. Mahila Saksharata Programme::-A new scheme has also been proposed under State plan by the Directorate aiming at educating the women and enhancing of their living standards through skill development and enable them to continue their education covering 11 (eleven) non SBM districts.
    4. Continuing Education to neo-literates:- It is aimed to impart Continuing Education to neo-literates out come from State Literacy Programme centres. The scheme is to be achieved continuing education through Adult Education centres. It is proposed to include the activities in continuing education implemented through Adult Education Centres.
      1. Retention and Development of literacy skill.
      2. Skill Development Programme/ Vocational Education etc.

National Literacy Mission Authority (NLMA) , Govt. of India lunched a Centrally Sponsored Scheme Saakshar Bharat Mission (SBM) on 8th September/2009 for the districts having low female literacy rate of 50% or below of it as per 2001 Census. Accordingly 12 districts of Assam namely Dhemaji, Sonitpur , Darrang , Barpeta , Kokrajhar, Bongaigaon, Dhubri, Goalpara, Morigaon , Tinsukia , Karbi- Anglong and Hailakandi have been covered under SBM programme since 2011 with a target of 19,27,224 numbers of non-literates in a phase manner. Till date we have covered 9,60,000 non-literates . Out of this 6,45,346 have passed the Learners Assessment Test conducted by NIOS and got certificates . As per Govt of India’s instruction a special drive in literacy programme in Seven Gram Panchyats of Saakshar Bharat Districts under Seven MP areas has been taken for achieving goal of 100 % literacy in Saansad Adarsha Grams with a target of 12,384 non-literates. The Grams are Kalgasia of Barpeta district, Kuchnimara Jordanga of Dhubri districts, Matajuri paikan of Hailakandi district , Langkshi of Tinsukia district, Namati of Karbi- Anglong district , Kemijelom of Dhemaji district and No2 Sootea of Sonitpur district. The programme was started on 15th September/2015 with 14,236 numbers of non-literates. On March 2016 10,317 numbers of learners appeared in Learners Assessment Test and 8,936 numbers have successfully passed the Test and got Certificates. The 100% learners from the Kemi Jelem of Dhemaji , Namati of Karbi-Anglong and 2 no Sootea of Sonitpur appeared in the test. The Govt of Assam submitted a “Project Proposal for Equivalency Programme for levels A and B” covering total 1,34,775 learners to the Govt. of India .

State Literacy Programme (SLP) has been initiated in the 11 Non-SBM district for eradication of illiteracy of No-literates of age 15 years and above since July ,2010 . Till date 31,500 Non-literates are made literates . The districts covered by SLP programme are namely Dibrugarah, Sivasagar , Jorhat , Golaghat, Nagaon , Lakhimpur, Kamrup (memtro) , Kamrup (Rural) , Nalbari , Cachar and Karimganj.
