PRESENT STATUS OF SAAKSHAR BHARAT MISSION IN ASSAM

Introduction :-

NLMA launched Saakshar Bharat Mission (SBM) on 8th Sept. 2009 for the districts having low female literacy rate of 50% or below of it as per 2001 Census.

As per SBM guide line SLMA has been reconstituted by amending the Memorandum of Association (MOA). As per amendment the Member Secretary of Executive body is Secretary Education (incharge Adult Education) and the Chief Secretary is the Chairman. For the General body the Hon’ble Chief Minter is the Chairman and Secretary Education is the Member Secretary.

For implementation of SBM programme, Panchayat Raj Institution (PRIs) has been adopted and as three committees have been set up and these are:-

1. District level:- Zilla lok Siksha Samiti has been constituted with President Zilla Parishad as Chairman and Chief Executive Officer (CEO) as Member Secretary.
2. Block level: Block Lok Siksha Samiti has been constituted with President Block Panshayat as Chairman and BDO as Member Secretary.
3. Gaon Panchyat level : Gaon Panchyat lok siksha Samiti has been constituted with the President, Gaon Panchyat as the Chairman and Prerak is the Member Secretary. Prerak is the contractual employee of the SBM

The Physical status of SBM Programme :

3. Target of non-literate : 19,27,224
4. Total Enrollment (as on March’2017) : 9,84,346
5. Total learner completed the course : 9,25,313
(as on April’2017)
6. Currently enrolled : 20,002
7. Total learners Certified till March/2017 : 6,55,876

A physical target for the basic literacy under the programme of State Literacy Mission Authority (SLMA) had been sanctioned by the National Literacy Mission Authority (NLMA) Physical progress of Basic Literacy Programme is given below:-

Literacy Programme under Saansad Adarshe Gram Yajona (SAGY):

• On August/2015 Govt. of India launched special literacy drive with a target to 100% literacy through Saansaad Adarsha Gram Yojana (SAGY)
• In Assam 7 Sansad Areas (MP areas) have been adopted
• The areas are : Kemi Jelem (Dhemaji) , Na-Mati (Karbi-Anglong , 2 No Sootea (Sonitpur) ,Kolgasia (Barpeta) , Kuchimara Jordonga (Dhubri) , Lang Kachi 9Tinsukia) and Matijuri - Paikan (Hailakandi). 100% literacy achieved in the SAGY area. The details are given below :

Equivalency Programme :

National Literacy Mission Authority, Govt. of India issue the guideline for submission of “Project Proposal for Equivalency Programme (Level-A and Level-B). Accordingly SLMA, Assam has prepared the Project Proposal and submitted to the Govt. for necessary approval. Initially it is proposed to cover 1,34,775 no. of certified learners through equivalency progremme in 12 SBM districts of Assam. The districts are namely Dhemaji, Sonitpur, Darrang, Barpeta, Kokrajhar, Bongaigaon, Dhubri, Goalpara, Morigaon, Tinsukia, Karbi-Anglong & Hailakandi.
